Your Committee on Finance, to which was referred Bill No. 32, reports as follows:
Bill No. 32, transmitted by Director of lnvironmental Management Barhara Bell, via Communication
No. 67 dated December 26. 2002, amends Chapter 24, Article 4, Section 24-19, of the Hawaii County
Code 1983 (1995 Edition), relating to vehicles and traffic (ce schedule.
Bill No. 32 proposes an increase to the annual fee from $a per vehicle to $13 per vehicle to help
maintain self-sufticiency in the programs and selti'ices provided through the Vehicle Disposal Fund.
I~his program has been self-sufficiem since its inception on 1979. Due to the depressed world-wide
scrap metals market, the County is expecting to contract for vehicle disposal at substantially higher
amounts than in previous years. Abandoned vehicle removal is a part of this program; howcver_ the
largest portion is the simple shipping off-island ofjunked vehicles to Asian scrap metal markets.
To maintain the present level of service as well as to reduce the backlog of old scrap that has
accumulated, the estimated rate increase would generate approximate $1,610.988 in revenues. up from
the existing projection of $560.200, and would allow the program to be self-sufticicnt.
Your Committee heard testimony in favor of the measure from Mr. John Ross of I Iawai'i Metal
Recycling and Ms. Louise Winn of Community Empowerment Organir.ation.
At Your Committee meeting. Bill No. 32. Dl aft 2 was introduced h}' Barbara Bcll Director of
Department of Environmental Management. which amended subsection (a). (c)1 I ). (d). (c). (tl and (g) to
changed the amounts Isom $2.~0 to $5.00 to correspond with the current law that was passed last year.
Additional amendments include adding paragraph (j) and changing the effective date of the ordinance to
June 1. 2003.
Your Committee on Finance is in accord ~~ith the purpose and intent of Bill No. 33, Draft ? ^nd
recommends it pass first reading.
