Your C ommittcc on Finance, w which was referred Resolution No. 29-03, reports as fol lows:
Resolution No. 29-03, transmitted jointly with Bill No. 31 by Director of Finance
William Takaba, via Communication No. 66, dated December 17. 2002, authorizes the Otiice of
the Mayor to enter into an agreement with the State of I Iawai'i Department of'f~ransportation,
Public Affairs Office -Safe Community Program for an Under 21 Surveillance glint.
~fhe State of I lawai`i Department of Transportation, Public Affairs Uf1ice -Safe Community
Program has authorized a $5 x)95 grant to the Police Department t0 purchase a surveillance
camera to videotape illegal acticitics by teenagers and young adults R>r use in prosecution, in
intelligence, and in public education projects.
Pursuant to Section 46-7, I [awai`i Revised Statutes. county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Some members of Your Committee were concerned over the high cost of equipment and the
right of confidentiality ofteenage offenders.
Your Committcc on Finance is in accord with the purpose tmd intent of Resolution No. 29-U3
and recommends its adoption.
