No. 71 Bill No. 35 Council Chair and Members I Iawai`i County Council Milo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 35, reports as follows: Bill No. 35, transmitted by Director of Finance William'fakabu, via Communication No. 71, dated December 26. 2002 amends Ordinance No. 02-77, as amended. the: Capital Budget. ending June 30, 2003. by increasing the current appropriation of $840.000 for the West I lawai'i County Building by $1.160,000 to a total $'__OOOAOU. Funds for this appropriation increase in Account No. 1 10-199-$196.05, shall he provided from general obligation bonds, capital projects fund, fund Balance and/or other Sources. Funds will be used to consolidate the Cuunt} of Hawaii agencies currently serving West Hawaii residents from various locations scattered throughout North Kona. By consolidating the agencies into one location, the County of Hawaii will be able to eliminate most of the rental fees currently being paid to private owners and will offer the residents of West Hawaii a centralized facility where they can access government services. This project will provide West Hawaii with an office facility in parity with those in [~:ast Hawaii. Originally heard on January 7. 2003, this measure was deferred pending a presentation by the Mayor. At its meeting on January 22. 2003. the Mayor emphasized that West Hawaii has grown quickly and with this. the needs for the Government Services have increased. Due to the lateness of the .lanuary 22. 2003 Committee meeting, this measure was dclerrcd. hoday, some Members of your Committee indicated that there arc higher priority projects for West Hawaii residents, and ifthis proposal is approved, an additional $10 million dollars would still be required to build the tirst phase of this facility. PC REPORT NO. SO A motion to approve was made and seconded, followed by a vote by the eight memhers in attendance. The final vote, as reflected below, prompted the Committee Chair to forward this measure to full Council with a negative recommendation.
