Your Committee on Finance. to which was referred Resolution No. 37-03. reports as follows:
Resolution No. 37-03, transmitted by Director of Finance William'Fakaba. Zia Communication
No. 1 16, dated January 22.2003, authorizes the payment of funds of a later tiscal year and more
than one fiscal year for amulti-year lease for the Kona Driver License Section.
The Hawaii County Police Uepartmenfs Kona Driver License Section wishes to enter into a
tive-year lease with Sofos Realty for 2,000 square feet of~of~licc space located at the Kona
Center. 75-5722 Hanama Place, Kailua-Kona. The current location at the old Kona Airport
poses a safety and tine hazard to the employees and to the public. The approximate cost per
month for the County is $4.584. which will be budgeted in future tiscal years to cover the
anticipated cost.
Pursuant to Section 10-1 L Flawai'i County Charter, any contract lease or other ohligation
requiring payment of funds Rom the appropriations of a later tiscal year must be approled by
resolution.
During its discussion, Your Committee learned that a verbal agreement has been made 1~ith tJu
lessor that the proposed tive years lease agreement may be terminated ~ ith a penalh• of $15.000
iflcaseis canceled before three years.
Mr. 'Fakaba stated they arc still in negotiation with the lessors and another proposal was sent out.
The lessor has verbally agreed to all of the conditions that the County is asking.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 37-03
and recommends its adoption.
