Your Committee on Parks & L?m~ironmental Management, to which was referred
Communication No. 65 and attached Resolution No. 28-03, reports as tbllows:
Communication No. 65 is from Barbara Bell. Environmental Management Director, dated
December 26.2002, transmitting Resolution No. 28-03 for the Councils review and consideration.
"fhe recommendation from the Environmental Management Commission to support the resolution
was also forwarded ro the Council.
The purpose of Resolution No. 2K-O i is to set a goal of 50% diversion of solid waste Prom any
landfill within five years and 80% diversion of solid waste within ten years.
The County Council accepted the Update to the Integrated Solid Waste Management Plan by
adopting Resolution No. 238-02 on November 20, 2002. By accepting the Update to Use Integrated
solid Waste Management Plan, the council set forth strategies and courses of action to reach KO°i..
diversion thereby' extending the life of the West Hawaii and Hilo landfills. State law provides that
the county can set waste reduction goals higher than those of the State. which has adopted a 50'i,
goal of reduction. rec~~cling and hioconversion.
During discussion, Ms. Bell and I?m~ironmental Management Commissioner Hugh Ono answered
questions about the intent of this resolution. Your Committee was informed that the 1 ico-ycar goal
could be implemented using low-tech methods of diversion. however. the ten-year goal would
necessitate high tech methods of diversion, such as waste-to-energy, thermal gasification. or
anaerobic digestion technologies. 'fhe AO`%, diversion ligure came tiom the discussions Ms. Bell
held with experts and potential vendors. 'fhe county estimates a diversion rate of I i% currently.
Some members of Your Committee expressed concerns about the cost to the County or to
individuals to attain these goals: whether the goals were realistic without an economic incentive or
penalty in place to change people's behavior; the implied message the County may be sending to
potential waste reduction vendors; and the need to conduct an aggressive campaign to educate the
public.
Councilmember Tyler voted "kanalua° and then "n<i'.
Your Committee is in accord with the purpose and intent of Resolution No. 2R-0 ~. and recommends
its adoption.
