As adjacent property owners, we would like to oppose the five year time extension requested by the Kealakekua Development Corporation (KDC) for the testing of water resources. This subdivision was originally approved in 1995 after much controversy. At the time there were concerns about the lack of infrastructure (especially on the overburdened highway below) and the impact on the immediate Captain Cook residents, increase in flooding, the location of a new road, and the questionable need for another golf course in mauka Kona. The Ordinance was finally passed, however, but with a large number of restrictions which were requested by the Planning Dept., neighbors and opponents to the subdivision and golf course. These restrictions were included for a reason to insure the quality of the project and we feel that they should be carried out in the time allotted. Five years seems to be too generous an extension. This would mean that they would not have to start work until 2003, which is eight years after the original approval in 1995. The community's needs could change substantially in p~~ 19 that amount of time. KN t4AY U 8 1998 t`kte We would like to suggest that if the Planning Committee does grant an extension, that it be only be for one to two years. Although they are no longer required to take out a bond until they actually start the project, we also suggest that they be required to show some assurance to the community of their good faith to complete the requirements of this project.
