Your Committee on Public Works and Intergovernmental F:elations. to which was referred
Communication No. 101 and attached Bill No. 43, reports as follows:
The purpose of Bill No. 43 is to amend Chapter 24. article 10, division 6, section 24-287.
schedule 35 (passenger loading zones). subsection (c) South l lilo. relating to Vehicles and
l raffic of the Hawaii County Code 1983 (1995 Edition), by establishing a new loading zone on
the mauka-side of Kinoole Street and the Puna-side of the old Hilo Hotel exit drivewa~~.
Communication No. 101 is from Bruce C. McClure, P.E.. Director of the Public Works
Department, dated .lanuary 6, 2003, transmitting the above bill tier the Councils consideration
and review.
At today~s meeting, Casey Yanagihara.'fraflic Division Chief, Uepartmcnt of Public Works.
provided this committee with a brief commentary about the origins and purpose of BiII No. 43.
According to Mr. Yanagihara, Dr. John Wohler. Director of the Hilo After Hours Medical Clinic.
requested a loading zone be installed to better tacilitate clinic patients with disabilities. Alter
investigating the request, the Public Works Deparuncnt concluded that adding a loading zone
would benetit both patients of the clinic and other area patrons. In his presentation.
Mr. Yanagihara also infttrmed committee members that two existing parking stalls would base to
be deleted to create proper sight distance for the new loading zone. Members of this committee
asked that a copy of Dr. Wohler's initial request be forti-aided to the Council betbre its next
scheduled meeting.
Your Committee is in accordance with the purpose and intent of Bill No. 43, and recommends
that it pass first reading.
