No. 26 by Mayor Harry Kim per Communication No. 59, dated December 19. 2002. regarding
the State Land Use Boundary Amendment request by Karl and Rita Nobriga, at Manowai'i~pac
Homesteads. North Hilo, Hawaii 'hMK: 35-4: 77, reports as follows:
Bill No. 25 amends the State Land Use Boundaries Map, H-59, by changing the district
classification for approximately 3.80 acres of land from an Agricultural to a Rural zoned district.
The somewhat rectangular-shaped subject property, owned in fee by the applicants, is located in
Manowai'opae Homesteads on the south side of Hokumahoe Road, approximatch~ % mile west
(mauka) of the Mamalahoa Highway.
The applicant is seeking to subdivide the property into three one-acre lots. An existing dwelling
constructed in 1975. is located near the front portion of the parcel. W ithin two ycars_ the
applicants propose to develop the two other lots for their sons. The undeveloped portion
currently is a goat pasture and location for a pigpen.
The proposed Rural boundary amendment request would comply with the General flan. It would
also conform to the Land Use Pattern Allocation Guide Map which designates the area for l'rban
Expansion, which allows for a mix of high density, medium density, low density. industrial
and/or open designations in areas where new settlements may be desirahle, but where the specific
settlement pattern and mix of uses have not yet been determined.
The property is not situated within the Special Management Area. It is located approximately
half a mile mauka of the coastline.
7~he subject property is located in 7.one "X", an area determined to be outside the 500-}ear flood
plain.
Access to the subject property is from Mamalahoa Highway via Hbkumahoe Road.
Your Committcc did not entertain furtha~ discussion on this measure.
Your Committee concurs with the Planning Commission and the Planning Director for
recommending a favorable consideration for the State Land Use Boundary amendment rcyucst.
which would complement the State Land l Ise Regulations and support the State of Hawaii Plan
and the County of Flawai'i General Plan.
