Your Committee on ElnanCe, to which was referred Communication No. 78. reports as follows:
Communication No. 78. transmitted by Mayor Harry Kim, dated December 23, 2002, nominates
Mr. Stephen H. Ono and Mr. Ronald Castillo, .f r. to serve on the Hawaii County Liquor Control
Adjudication Board.
Council District 2 - A lifetime resident of I Iawai'i, Mr. Stephen H. Ono is a retired teacher with
State of Hawaii, Department of Education. He is a former member of the Y's Men and a
precinct vice chair for the Democratic Party. He will serve a term to end Decemher 31.2007
Council District 9 - A lifetime resident of Hawaii, Mr. Ronald Castillo, Jr. is cun~ently
employed by the Hapuna Beach Prince Hotel at the Hapuna Golf Course. Ile is a volunteer with
the I [awai'i State Junior Golf'fournamcnt, and is a committee member with the Aloha Section of
the Professional Golfers Association. Of no political party affiliation. he will replace
Ms. Jan Yokuyama, who resigned and will serve a term to end Decemher 31, 2006.
Pursuant to Article VII. Chapter 3. Section 7-3.3 of the Hawai i Count~~ Charter, there shall be a
liquor control adjudication board consisting of tive members who shall be appointed by the
Mayor and confirmed by the council in the manner prescribed in Section 13-4 of the 1 Iawai'i
County Charter.
Your Committee questioned Mr. Castillo"s current employment as it maybe a conflict of interest.
Mr. Castillo advised Your Committee that he is currently unemployed.
Your Committee on Finance recommends the approval of the appointment of
Mr. Stephen H. Ono and Mr. Ronald Castillo, Jr. to the Hawaii County Liquor Control
Adjudication Board to serve terms ending December 31.2007 and December 31.2006.
