Your Committee on Finance, to which was referred Communication Nu. 79, reports as follows:
Communication No. 79, transmitted by Mayor Harry Kim, dated December 23, 3002, nominates
Mr. Kerry Inouye and Mr..Ioel Gimpel to the County of 1{awai'i Board of Ethics.
Council District 3 - A lifetime resident of Hawaii, Mr. Kerry lnouyc is retired from the State of
Hawaii Department of Transportation, Airports Division, where he last served as Firc Chief. Of
no political party, he will serve a term to end December 31, 2007.
Council District 8 - A resident of Flawai'i for 7 years, Mr..Ioel Gimpel is a retired attorney and
last served as Associate General Counsel with the Bluc Cross and Blue Shield Association. He
currently serves as chair for the County of Hawaii Cost of Government Association. tlc has
served in various capacities with the Aloha Performing Arts ('enter, and is cun~ently n trustee and
secretary for the Kona Beta Shalom Congregation. Of no political party. he will replace
Ms. Keolalani tlanoa, who has resigned, and will serve a term to expire Dcccmbu~ 31.2005.
Pursuant to Article XIV. Section 14-5, I tawai'i County Charter, there shall be a hoard of ethics.
consisting of five members who shall be residents of the County, appointed by the mayor with
the approval of the council.
Some Members of Your Committee were concerned about the impact of Mc Gimpel's departure
from the Cost of Government Commission, which has a report due to the Mayor. If the Cost of
Government Commission v`ere to become permanent. some Committee Members interpreted
that Mr. Gimpel would be serving on two commissions.

NOES: Council Members Safarik and 7~yler-2; ABSENT & I?XCUSED: None.
Your Committee on Finance recommends the confirmation of Mr. Kerry Inouye and
Mr. Joel Gimpel to the l lawai'i County Board of Ethics to serve ternms ending December 31,
2007 and December 31, 200, respectively.
