Your Conunitlee on Finance. to which was ruferred Resolution No. 39-03, reports as follows:
Resolution No. 39-03, transmitted jointly with Bill No. 53 by Director of Finance w'illiam'I~al.aba. ~ iii
Communication No. 129, dated .lanuary 30, 20(13, authorizes the Office of the Mayor to corer imo an agreement
with the State of Hawaii, Hawaii tourism authority for a Visitor Aloha Program grant.
The State of Hawaii, Hawaii Tourism Authority has authorized a $40,000 gran) ro the Department of Research
and Development to provide assistance to visitors who are victims ofcrimes and other adversities while on the
Big Island. Presently, nonprofit organizations established under the Visitor Aloha Society of I lawai'i (VASH)
serve as clearinghouses to which visitors who are victims ofcrimes. serious accidents, or other adversities ma} he
referred by police, hospitals, and othei_s. The County will contract these organisations to continue their services
under this program.
Pursuant to Section 46-7, Hawaii Revised Statutes. county departments must obtain the consent of the council to
enter into agreements with the federal or state governments respecting action to be tal.en pursuant to any of the
powers granted by law to furnish, upend and receive any funds or other assistance in connection wish prgjects
being or to he undertaken pursuant to those powers.
Your Committee during its discussion of Resolution No. 39-113 amended the measure to include new language an
follows:

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 39-Q3. as amended to
Draft 2, and recommends its adoption.
