Your Committee on Finance, to which was referred Bill No. 53. reports as follows:
Bill No. 53, transmitted jointly with Resolution No. 39-03 by Director of Finance
William Takaba, eia Communication No. 129, dated January 30, 200 ~. amends Ordinance
No. 02-76, as amended. the Operating Budget, ending June 30. 2003. l'he amendment is as
follows:

I~hese funds from the State of I lawai'i. I lawai'i Tourism Authority will be used to assist visitors
who are victims of crimes and other adversities while on the Big Island. Presently. nonprofit
organizations established under the Visitor Aloha Society of Hawaii (VAS! I) serve as
clearinghouses to which visitors of crimes. serious accidents. or other adversities may be rcicrred
by police. hospitals, and others. l~hc County will contract these organizations to continue their
services under this program.
Pursuant to Section 46-7, I lawai'i Revised Statutes, and Section 13-1 ~(b), Hawai'i County
Charter, the Mayor is hereby authorized to apply tor, receive and expend the funds Ibr a Visitor
Aloha program.
Your Committee un Finance is in accord with the purpose and intent of Bill No. 5; and
recommends it pass first reading.
