Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. I32 and attached Bill No. 55, reports as tollows:
The purpose of Bill No. ~5 is to amend Chapter 24, article 10, division 2, section 24-265,
schedule 13 (yield locations), subsection (c) South Hilo, of the Hawaii County Code 1983 (1995
edition), by installing a yield sign along Kahoa Street at Bridge No. 26-5 in Honoli`i.
Communication No. 132 is from Bruce C. McClure, P.E., Director of the Public Works Department,
dated February 4, 2003, transmitting the above bill for the Council's consideration and review.
Communication No. 132 reports that with a width of 16" Bridge No. 26-5 is not wide enough to
accept two-way traffic. 'T'his communication also states that after investigating this situation, the
Traftic and Engineering Divisions of the Public Works Department concluded that Southeast bound
motorist have better sight distance and therefore should stop and yield to oncoming traffic.
At today's meeting, Bruce C. McClure, P.E., Director of the Public Works Department, provided
this committee with a brief commentary about the origins and purpose of Bill No. 55. according to
Mr. McClure, this measure was prompted internally and not generated by a specitic request.
Your Committee is in accordance with the purpose and intent of Bill No. 55, and recommends that
it pass first reading.
