Your Committee on Planning_ to which was referred Communication No. 146 transmitted by
Mayor Harry Kim dated February 24. ?003, reports as follows:
Communication No. 146 recommends the appointment ofthe following individual to the Hawaii
County Planning Commission:
Mr. William R. Graham, of no political affiliation. will he representing Council District 9,
and serving a term to expire on December 31, ?007.
Mr. Graham, a 34-year resident of -lawaii. does systems and programming 1i~r Voler Contact
Services. He served as past president of the Kohala Community association, and served
with the Peace Corps. He does volunteer work with North Hawaii Hospice.
Pursuant to Section 5-43 ofihe I lawaii County Charter, the Mayor shall appoint members of the
Planning Commission to be confirmed by the Council, as prescribed in Section 13-4 of the Hawaii
County Charley.
Committee Member Leningrad Flarionoff yucstioned Mr. Graham about the lawsuit he had tiled
against the County some years back, and Mr. Graham explained that because the Planning
Department did not require an [?nvironmental Impact Statement for the E lapuna Resort, they Bled a
suit saying an 1?IS was needed. "hhe then Planning Director. Lono Lyman claimed that the IfIS was
not required because the development was not going to impact the beach.
Committee Member James Arakaki questioned Mr. Graham about a statement on the application
"that he will support the Kim Administratirni°. and what he meant by that. He asked him if that
meant that he would support everything that Mayor Kim wants, and not vote on his own feelings, to
which Mr. Graham responded that he will vote on hove he (eels. and judge things on merit and be as
fair as he can.
In response to a question Isom Curtis l~yler, Mr. Graham responded that he never submitted an
application before. but did so this time because he supports Mayor Kim~s administration and his
"1i~esh air about politics" approach.

Mr. William R. Graham to the Hawaii County Planning Commission .
