Your Committee on Finance, to which was referred Communication No. 143, reports as t<Tllows:
Communication No. 143, transmitted by Mayor Harry Kim, dated February 24. 2003. nominates
Mr. ,lames A. Frazier of Council District 9 to the l lawai'i County Police Commission.
A 64-year resident of 1 Iawai`i. Mr..lames A. 1'razier is retired as the Executive Director fbr the
Natural Energy Lab of Hawaii. He currently serves as an Associate Director with the Mauna
Kea Soil and Water Conservation District, on the South Kohala'fraftic Safety Committee. and
nn the Advisory Committee for Hawaii Community College. Ile is a past director of the Kona
Kohala Chamber of Commerce. Of no political party affiliation, he will replace Mr. Peter
Hendricks, who has resigned. and will serve a term to end December 31, 2006.
Pursuant to Artidc VII, Chapter 2, Section 7-2.2. f Iawai'i County Charter, the Police
Commission shall consist of nine members...appointed by the mayor and confirmed by the
council in the manner prescribed in Section 13-4.
Ms. Leithead=lbdd noted that with Mr. Frazier credentials he would also be qualified as a
Planning Commissioner.
Your Committee on Finance recommends confirmation of Mr. James A. Frazier to the 1 lawai'i
County Police Commission to serve a term ending December 31.2006.
