Your Committee on Finance, to which was referred Resolution No. d2-03, reports as Billows:
Resolution No. 42-03, transmitted jointly with Bill No. 60 by Director of Finance
William Takaba. via Communication No. 148, dated February 20, 2003, authorizes the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of Defense. State
Civil Defense for the Emergency Operations Planning Program grant.
The State of Hawaii Department of Defense, State Civil Defense has authorized a $63,544 grant
to the Hawaii County Civil Defense Agency to update the Emergency Operations Plan fbr all
hazards with special emphasis on Weapons of Mass Destruction terrorism preparedness. These
State funds are derived from a grant provided by the Federal Emergency Management Agency
(FEMA) and are to assist in preparing for potential consequences of a terrorist incident or threat
in the State of liawai'i.
Pursuant to Section 46-7. Hawaii Revised Statutes, county departments must obtain the consent
ofthc council to enter into agreements with the Icderal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish. expend and receive airy funds
or other assistance in connection with projects being or to he undertaken pursuant to those
powers.
Some Members of Your Committee expressed concerns over the tact that the Mayor signed the
agreement before obtaining the council's consent as stated in Hawaii Revised Statutes.
Section 46-7.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 43-03
and recommends its adoption.
