No. 45-03 PLACE: Council Chambers TIME: 10:05 a.m. Council Chair and Members Hawaii County Council 1{ilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 4~-03, reports as follows: Resolution No. 45-03, transmitted jointly with Bill No. 63 by Director of Finance William Takaba, via Communication No. 151, dated February 20, 2003, authorizes the Ofticc of the Mayor to enter inro an agreement with the State of Hawaii Department of Defense, State Civil Defense for the FY 2000 and FY 2001 State Domestic Equipment Program grant. The State of Hawaii Department of Defense, State Civil Defense has authorized its FY 2000 and FY 2001 State Domestic Equipment Program grant funds of $254,500 for the Hawaii County Civil Defense Domestic Equipment Program. This funding is the second increment, which the County has received as part of its Domestic Equipment Program that began in 2001. hhcse State funds are derived from a grant provided by the Department of Justice, Office of State and Local Domestic Preparedness Support, to mitigate the consequences a of weapons of mass destruction threat to the State of Hawaii. The purpose is to ensure first responders are properly equipped and prepared to respond W incidents of domestic terrorism involving chemical and biological agents, as well as radiological and explosive devices. l'he Hawaii County Police Department will he using these funds to acquire specialized first responder's hasic defensive equipment. Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent of the council to enter into agreements with the federal or stale governments respecting action to he taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with prgjects being or to be undertaken pursuant to those powers. Some Members of Your Committee expressed concerns over the fact that the Mayor signed the agreement bctbre obtaining the council's consent as stated in Hawaii Revised Statutes, Section 46-7.
