Your Committee on Finance, to which was referred Bill No. 60, reports as follows:
Bill No. 60, transmitted jointly with Resolution No. 42-03 by Director of Finance
William Takaba, via Communication No. 148, dated February 20, 2003, amends Ordinance
No. 02-76, as amended, the Operating Budget, ending Junc 30. 2003. The amendment is as
follows:

These funds from the State of Hawaii Department of Defense. State Civil Defense will be used
by the Hawaii County Civil Defense Agency to update the lmergency Operations Plan for all
hazards with special emphasis on Weapons of Mass Destruction terrorism preparedness. 'I~hesc
State funds are derived from a grant provided by the Federal Emergency Management Agency
(FEMA) and are to assist in preparing for potential consequences of a terrorist incident or threat
in the State of Hawaii.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b). Hawaii County
Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for the
Emergency Operations Planning program.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 60 and
recommends it pass first reading.
