Your Committee on Finance, to which was referred Bill No. 62, reports as follows:
Bill No. 62, transmitted jointly with Resolution No. 44-03 by Director of Finance William'1'akaba, via
Communication No. 150, dated February 20, 2003, amends Ordinance No. 02-76. as amended, the Operating
Budget ending June 30, 2003. The amendment is as follows:

These funds from the State of Hawaii Department of Defense. State Civil Dcfcnse will be used by the Hawai' i
County Police and Fire Departments for purchasing personal protective equipment, chemical, biological. and
radiological detection equipment, communications equipment, selective explosive device mitigation and
remediation equipment, medical supplies and pharmaceuticals, and general support equipment that will enhance
the capabilities of the first responders.
This funding is the third increment which the Hawaii County Civil Defense Domestic Equipment Program has
received as part of its Domestic Equipment Program that began in 2001. These State funds are derived t?om a
grant provided by the Department of Justice, OtTice of State and Local Domestic Preparedness Support, to
mitigate the consequences of weapons of mass destruction threat to the State of 1 Iawai' i.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the Mayor is
hereby authorized to apply for, receive and expend the funds for the Civil Defense Domestic F,quipment program.
Your Committee on Finance is in accord with the purpose and intent of BiII No. 6Z and recommends it pass first
reading.
