Your Committee on Finance, to which was referred Bill No. 66, reports as follows:
Bill No. 66, transmitted by Director of Finance William Takaba, via Communication No. 155, dated
February ZQ 2003, amends Ordinance No. 02-76, as amended, the Operating Budget, ending.lune 30, 2003. The
amendment is as follows:

The Hawaii County Civil Defense Agency's Domestic Equipment program will be receiving additional funds
from the State of Hawaii Department of Defense, Stale Civil Defense. The original grant agreement between the
County and the State Civil Defense was authorized in 2001 by Resolution No. 19-01 and the $120,000 grant was
appropriated by Ordinance No. 01 ~ 1. The State funds are derived from a federal grant from the Department of
Justice to mitigate the consequences of a weapons of mass destruction threat to the State of I lawai'i. The purpose
is to ensure first responders are property equipped and prepared to respond to incidents of domestic terrorism
involving chemical and biological agents, as well as radiological and explosive devices. The Hawaii County Pire
Department will be using the additional funding to acquire specialized first responder's basic defensive
equipment.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the Mayor is
already authorized to apply tor, receive and expend the funds for this program identified in the Operating Budget.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 66 and recommends it pass first
reading.
