Your Committee on Finance_ UI which was referred Bill No. 61, reports as follows:
Bill No. 61, transmittedjointly wilt Resolution No. 43-03 by Director of Finance William Takaba, via
Communication No. 149, dated February 20, 2003, amends Ordinance No. 02-76, as amended, the Operating
Budget, ending June 30, 2003. The amendment is as follows:

These fiords from the State of Hawaii Department of Defense. State Civil Defense will be used by the Hawaii
County Civil Defense Agency for the formation of a local Citizen Corps Council (CCC), and to develop, form or
expand the Community Emergency Response Team (CERT) training program. l~hese State funds are derived
from a grant provided by the Federal Emergency Management Agency (FEMA) and are to assist in preparing for
potential consequences of a terrorist incident or threat in the State of Hawaii.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charlcr, the Mayor is
hereby authorized to apply tor, receive and expend the funds for the Citizen Corps Council and Community
Emergency Response Training programs.
William Davis, Director of Civil Defense Agency, advised Your Committee that he is in discussion with the
Department of Research and Development on the possibility of using these funds in their Kumi'ai Pro_jcct as the
Kumi'ai Project's goals are similar to the requirement of this grant.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 61 and recommends it pass first
reading.
