L6.2, 126.3 and 126.4 reports as follows: (n response to the annual solicitation issued by the Department of Finance, forty-(ive (45) grant proposals were receive by the application deadline ofJanuary 31.2003. Via Communication No. 126, dated February 6. 2003. your l ISEDC chair transmitted bound copies of the 45 grant applications to Council members for review. A site visit to North Kohala Community Resource Center and interviews to the other grant applicants were conducted on March 1 I -12, 2003. Upon completion of this grant review process, your chair and I ISEDC nonprofit working group assembled the funding recommendations and narrative overview submitted to council members via Communication No. 126.3 and 126.4. Communication No. 126.3, dated March 28.2003. from Frcd Holschuh, Chair of the Committee on Human Services and Economic Development (HSEDC), transmitted recommendations ofthe HSED(' chair and nonprofit working group for fluiding of nonprofit organizations for fiscal year 2003-04. n follow-up transmittal from I lSI?DC ('hair Fred Holschuh, Communication 126.4, dated April 15. 2003 and distributed at the meeting, provided a compilation of proposed nonprofit appropriations showing the various categories of hwnan services represented by grant applicants and prior year county funding in fiscal ~~ear 2001-0.'_ and 2002-03. In formulating its funding recommendations, your chair and nonprofit working group composed of Legislative Auditor's Off ice staff Rory Flynn. Donald Ikeda and Susan Caseria along with Councilmember Bob Jacobson. attempted to assess the merits and contributions of each applicant. to provide a continuum of funding to programs addressing longstanding and crucial social needs, to fairly apportion funds among, all nine Council districts, and to give fair consideration to new programs. fhe chair and working group recommended a status quo appropriation for FY 2003-04 to those agencies and programs that have received county support in FY 2002-03. fhis action would appropriate $985,000 of the $900.000 available for County grants due to l lospicc of Hilo not applying for a grant in FY 2003-04. Committee Chair }Iolschuh made four specific recommendations: 1. Identify those programs that ure fended primarily through state purchase-ol=service contracts and. if the} are underfunded. make known the Council's support for full and necessary funding by the Legislature. 2. Sponsor a training seminar in fund-raising skills for the many agencies throughout our island. 3. Propose I ICEOC's entire hudget he located in the Mass Transit budget. 4. Consider adopting an annual "pre-grant solicitation declaration of funding priorities" by the Council. Your Committee on Human Services and Economic Development is in accord with the purpose and intent of the funding recommendations set lorth in Communication 126.3 for inclusion in 13iI1 59, Draft 2. (FY 2003-04 Operating Rudget), and recommends its adoption.
