Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 176 and attached Resolution No. 54-03, reports as follows:
Communication No. 176 dated March 17, 2003 is from Councilmember Bob Jacobson, transmitting the
above resolution for Council consideration.
The purpose of Resolution No. 54-03 is to support the formation of a committee or advisory board to
provide citizen input for the Pohakuloa Training Area. According to Resolution No. 54-03, Pohakuloa is a
holy place to Hawaiians that has not been protected by the Army, which currently operates a training
facility (PTA) in the area. In light of this, the resolution supports the formation of a Technical Review
Committee, Restoration Advisory Board, or other appropriate mechanism to provide citizen input on future
activities at Pohakuloa Training Area.
During committee discussion, several members shared their personal experiences with PTA. Many praised
Lt. Colonel Gerald Schmitz, Commander at PTA, for his continuing efforts to build rapport and maintain
open dialogue with Big Island residents. Councilmember Tyler read a letter from Lt. Colonel Schmitz into
the record and volunteered to follow up with the Commander about concerns expressed by members of the
public during the meeting at a later date.
A motion to amend the resolution to draft 2 failed. A motion to approve Resolution No. 54-03. as retlected
in the votes below, also failed.
Your Committee on Public Works and Intergovernmental Relations forwards Resolution No. 54-03 to the
Council with a negative recommendation.
