Hawaii TMK: 7-5-1 n: 61. reports as follows: Bill No. 69 amends the State Land Use Boundaries Map, 1I-7. by changing the district classilication for approximately 9?62 acres of land from an Agricultural to an Urban zoned district. The irregular-shaped subject property, owned in fee by the applicant, is located between Queen Kaahumanu Highway Exta~sion and Hualalai Road. adjacent and south of "I~he Pines residential development and northeast of the University of the Nations condominium site, approximatel~~ 300 feet south of the Hualalai Road/Nani Kailua llrive intersection. I~he applicant is proposing to develop the Pua'a Independent Living Residential Community that will consist of 144 to 160 multiple-family residential units within nine sixteen-unit cluster complexes. 'fhe goal of the project is to "create a residential development that encourages a strong sense of community values. promotes social interaction and offers senior citizens a complete living environment for their later years. Residential units will be clustered around courtyards. creating a sense of privacy within the whole project. Streets are designed to be in scale with a traditional neighborhood setting. reducing the speed of traffic and providing a sate pedestrian environment." The LUPAG Map designates the area as Medium Density Urban. which allows for village and neighborhood commercial uses up to three stories in height and residential and related functions not to exceed a density of 35 units per acre. 'The subject parcel lies vt'ithin the Kailua Village Special District. On .lamiary 31, 2003, the Kailua Village Design Commission approved the project and recommended that the applicant straighten out the alignment of Hualalai Road as much as possible. The subject parcel is not located in a Special Management Arca. The subject property is located in lone "X", an area determined to be outside the 500-year hood plain. Access to the subject property will be Crom Hualalai Road. aCounty-maintained roadway with a pavement width of 20 feet within an approximately 40-foot wide right-of-way. ~fhe applicant's Communication 167 Bill 69 Page 2 plan indicates a single driveway access point along Hualalai Road. Committee Member Dr. Fred Holschuh noted that on the bottom of page 15 of the EIS, the sentence should read "....there will be no adverse impacts to any shoreline or mauka public access..." because the subject parcel is located approximately 0.5 miles mauka of the shoreline. Dr. Holschuh also suggested that they include smoke tree rnodules in their plans. and Brian C ook responded that it was an "excellent idea' and he would discuss this suggestion at their next meeting. Your Committee did not entertain further discussion on this measure. Your Committee concurs w ith the Planning Commission and the Planning Director for recommending a favorable consideration for the State Land Use Boundary amendment request, which would result in an appropriate land use pattern that would further benefit the general public.
