Baldwin, at Ouli. South Kohala. Hawaii 'fMK: 6-2-9: 9, reports as follows: Bill No. 71 amends the Slate Land Use Boundaries Map. H-25 for the County of Hawaii. by changing the district classitication for approximately 6.104 acres of land from the Agricultural to the Rural district . The rectangular-shaped subject property, owned in fee by the Erwin 1.. Baldwin Living ~frust. is located in the Kanehoa Subdivision bordered by Kawaihae Road and Ouli Street. The property was previously used for cattle; grazing and is currently vacant of any uses. The applicant proposes to subdivide the property into two lots. 3.837 acres and 3?67 acres in size. The applicant resides in the existing dwelling located nn the proposed 3.837 acre lot. hhe LUPAG map designation is Extensive Agricultural, which allows uses for pasturage and range lands. In 1967. with the adoption of the 'honing Code, the property and surrounding areas were zoned Unplanned. where no sufficient studies were conducted to adopt specitic district classification. When the honing (bde was adopted in 1996, all l Inplanned zoned districts were reclassified to Agricultural 5 acres. Under the proposed Stag band Use Rural District and RA ?a zoning, ohana dwellings arc permissible. "the property is not located within the Special Management Area. as it lies approximateh 7 miles from the nearest coastline. hhc adjacent parcel to the south has recently been designated as Rural and Residential- Agricultural. Parcels to the west and cast are still designated as Agricultw'al, and are used for residential purposes or arc currently vacant. Surrounding lands are located within the States Agricultural and Rural Districts and the County's A-Sa and RA-Za zoned districts. In addition to the above. the ten-lot Kamucla Plantations Subdivision lies immediately east of Kanehoa Subdivision: the Anekona Estates Subdivision lies immediately west ofthe Kanehoa Subdivision; and the 26-lot Waimea Landmark Istates Subdivision lies across Kawaihae Road and further westward. 'these subdivisions include mixed residential uses, vacant lands and very few residential/agricultural uses. ~I~hc 33-unitOuli k~kahi affordable rental housing prgjcct and the 40-IotOuli Mutual SclfHelp Housing subdivision arc Communication 168 E3ill 71 Page 2 located to the west of Anekona Estates Subdivision. 'fhe Hale Wailani Subdivision, located west of Anekona Estates and adjacent to the housing projects is currently zoned A-1 a and the developer proposes a 49-lot subdivision consisting of lots with a minimum size of two acres. The property is located within lone X, an area determined to be outside the SOfI-year hood plain. Access to the subject property will be from the Kawaihae Road via Ouli Street. Sixteen parcels in this section of Kanehoa Subdivision have access to Kawaihae Road via Ouli Street, and twelve parcels have access via Kanehoa Street. Ouli Sheet is a private road with a 50-loot right-ol~-way and a 20-foot agricultural standard asphalt pavement with grass/gravel shoulders. Committee Member Dr. Holschuh asked if the Department of'fransportation had planned any improvements for the Kawaihae Road because of the heavy usage. [t was noted that there should not be a problem when the bypass road is constructed, but if more subdivisions are permitted in the meantime, the increase in density will impact the traffic Flows in the area. The applicants representative, Grcg Mooers explained that this measure will eliminate the condominium property regime established on the parcel and subdivide the lot into two separate parcels. He also stated that the CCRs for each lot will specify that no additional homes can be constructed on the lots. Your Committee did not entertain further discussion on this measure.. Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the State Land Use Boundary Amendment request. which will result in an appropriate land use pattern that will further benetit the public.
