Delmer, at Ouli, South Kohala. Hawaii, TMK: 6-2-1 1: 3. reports as follows: Bill No. 73 amends the State [.and Use Boundaries Map. H-14. by changing the district classification for approximately 5.1233 acres of land from an agricultural to a Rural coned district. The rectangular-shaped subject property, owned in fee by the applicants, is located in thetAnekona Estates Subdivision at the northeast corner of Anekona and Kanehoa streets intersection, and bordered by Kawaihae Road. The property was previously used for cattle grazing but is no longer used for agricultural activities. The applicants propose to subdivide the property into two lots, 2.5616 acres and 2.~617 acres in size. Construction on the newly created lots will begin immediately after all governmental approvals arc secured. I~he LUPAG map designation is lixtensive Agricultural, which allows uses for pasturage and range lands. In 1967, with the adoption of the "boning Code, the property and surrounding areas were zoned Unplanned, where no sufficient studies were conducted to adopt specific district classification. When the Zoning Code was adopted in 1996, all Unplanned zoned districts were reclassified to Agricultural 5 acres. Under the proposed State Land Use Rural District and RA-2a zoning, ohana dwellings are permissible; however, the applicants have stated in their applications that the restrictive covenants will prohibit ohana dwellings to preserve the residential-agricultural ambience of the area. l~he property is not located within the Special Management Area, as it lies approximately six miles from the nearest coastline. Adjacent lands to the south and southeast of the property are parcels that have been recenth~ reclassified to Rural and zoned Residential and Agricultural (RA-2a) by the County. 'fhe parcels to the west and east are 5+ acre parcels which are within the State Land Use Agricultural District and zoned A-Sa by the County. l~hose lands are in residential uses and/or arc vacant. Surrounding lands are located within the States Agricultural and Rural Districts and the County A-Sa and RA-2a zoned districts- In addition to the above. the ten-lot Kamuela Plantations Communication 169 Bill 73 Page 2 Subdivision lies immediately east o1~Anekona Estates Subdivision; and the 26-lot Waimea Landmark Estates Subdivision lies northward across Kawaihae Road. These subdivisions include mixed residential uses, vacant lands and very few residential/agricultural uses. 'I~hc 33-unitOuli Ekahi affordable rental housing project and the 40-lot Ouli Mutual Self Help Housing subdivision are located to the west ofAnekona Estates Subdivision. The Hale Wailani Subdivision, located west ofAnekona Estates and adjacent ro the housing projects is currently zoned A-1 a and the developer proposes a 49-lot subdivision consisting of lots with a minimum size of two acres. I~he property is located within 7,one X, an area determined to be outside the 500-year Hood plain. Access to the subject property will be from the Kawaihae Road via Anekona Street and Kanehoa Street. Kanehoa Street is a connector road which leads into Anekona Iistates Subdivision and runs parallel to Kawaihae Road. Both streets have rights-of~-way width of 50 feet with a 20-foot wide agricultural standard asphalt pavement with grass/gravel shoulders. Direct access to the property is from Kanehoa Street. Your Committee did not entertain further discussion on this measure. Your Committee concurs ~ ith the Planning Commission and the Planning Director ibr recommending a favorable consideration for the State Land Use Boundary Amendment request, which will result in an appropriate land use pattern that will further benefit the public.
