Herhold, at Ouli. South Kohala, Hawaii TMK: 6-3-1 1: 12. reports as follows: Bill No. 75 amends the State Land use Boundaries Map. H-25, by changing the district classitication for approximately 6.521 S acres of land fmm an Agricultural to a Rural zoned district. The rectangular-shaped subject property, owned in lee by the applicants and Howard Rodgers, is located in the Anekona Estates Subdivision bordered by Kawaihae Road and Kanehoa Street. "I he property was previously used for cattle grazing, and although there are two existing 48 square foot greenhouses on the subject parcel, the property is no longer used for agricultural activities. fhe applicants propose to subdivide the property into two lots, 2.4403 acres and 4.0812 acres in size. Howard Rodgers lives in the existing dwelling on the proposed 2.4403 lot which fronts Kanehoa Street. The applicant will be constructing a home on the other proposed lot once all governmental approvals arc secured. The LUPAG map designation is Extensive Agricultural, which allows uses for pasiwage and range lands. In 1967, with the adoption of the Toning Code, the property and surrounding areas were zoned Unplanned, where no suflicient studies were conducted to adopt specific district classitication. When the 7_oning Code was adopted in 1996_ all Unplanned zoned districts were reclassified to Agricultural 5 acres. Under the proposed State Land Use Rural District and RA-2a zoning, ohana dwellings arc permissible, however, the applicants have stated in their applications that the restrictive covenants will prohibit ohana dwellings to preserve the residential-agricultural ambience of the area. The property is not located within the Special Management Area, as it lies approximately 6 miles from the nearest coastline. Surrounding lands arc located within the States Agricultural and Rural districts and the County~s A-Sa and RA-2a zoned districts. In addition to the above, the ten-lot Kamuela Plantations Subdivision lies immediately east of Anekona Estates Subdivision; the Kanehoa Subdivision lies to the east of Anekona Subdivision: and the 26-tut Waimea Landmark Fstates Subdivision lies northward across Kawaihae Road. These subdivisions include mixed residential uses, vacant lands and very few residential/agricultural uses. The Hale Wailani Subdivision, located west of Anekona Estates and adjacent to the housing projects is currently zoned A-la and the developer proposes a 49-lot subdivision consisting of lots with a minimum size of two acres. 'The property is located within Zone X_ an area determined to be outside the 500-year Flood plain. Access to the subject property will be from the Kawaihae Road via Anekona Street and Kanehoa Street. Kanehoa Street is a connector road, which leads into Anekona Estates Subdivision and runs parallel to Kawaihae Road. Both streets have rights-of-way width of 50 teet evith a 20-foot wide agricultural standard asphalt pavement with grass/gravel shoulders. Direct access to the property is from Kanehoa Street. Your Committee did not entertain further discussion on this measure. Your Committee concurs with the Planning Commission and the Planning Director lilt recommending a favorable consideration for the State Land Use Boundary Amendment request. which will result in an appropriate land use pattern that will further benefit the public.
