Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 77 transmitted jointly with Bill No. 78 by Mayor Harry Kim per Communication No. 171, dated March 3. 2003, regarding the State Land Usc Boundary amendment request by Paula K. Kosters, at Ouli, South Kohala. I lawaii fMK: 6-2-1 l: 31, reports as follows: Bill No. 77 amends the State Land t isc Boundaries Map. H-14, by changing the district classitication for approximately x.0126 acres of land from an Agricultural to a Rural zoned district. 7~he rectangular-shaped suhject property, owned in fee by the applicant. Lecpappernovv. Melvin M. and Mara K. Paio, is located in the Anekona Estates Subdivision at the southwest corner of the Kanehoa Street/Aho Place intersection. 'fhe property was previously used for cattle grazing but is no longer used for agricultural activities. fhe applicants propose to subdivide the property into two lots. 2.7169 acres and 2.2957 acres in size. The subject parcel is presently CPR'd into two units, and this CPR will be eliminated once the subdivision is completed. the property is currently vacant, and construction on the newly created lots vtill begin immediately after all governmental approvals arc secured. The LUPAG map designation is Extensive Agriculturah which allows uses for pasturage and range lands. In 1967, with the adoption of [he Toning Code. the property and surrounding areas were zoned Unplanned, where no sufficient studies were conducted to adopt specific district classitication. When the "boning Code was adapted in 1996, all Unplanned zoned disU'icts were reclassified to Agricultural -5 acres. l Inder the proposed State Land Usc Rural District and RA-2a zoning, ohana dwellings are permissible: however, the applicants have stated in their applications that the restrictive covenants will prohibit ohana dwellings to preserve the residential-agricultural ambience of the area. The property is not located within the Special Management Arca, as it lies approximatch~ six miles from the nearest coastline. Adjacent lands to the south and cast of the property are parcels that have been recently reclassified to Rural and zoned Residential and Agricultural (RA-2a) by the County. The parcels to the north, east and south arc 5~+ acre parcels which are within the State band Usc Agricultural District and r.oned A-5a by the County. Those lands are currently vacant The 40-IotOuli Mutual Self Hclp Housing project borders the propert}~ on the west side. Communication 171 Bill 77 Page 2 Surrounding lands are located within the States Agricultural and Rural Districts and the County~s A-Sa and RA-2a zoned districts. In addition to the above, the ten-lot Kamuela Plantations Subdivision lies immediately east ofAnekona Estates Subdivision; the Kanehoa Subdivision lies to the east ofAnekona Subdivision: and the 26-lot Waimea Landmark Estates Subdivision lies northward across Kawaihae Road. "these subdivisions include mixed residential uses. vacant lands and very few residemial/agricultural uses. The 33-uniK)uli Ekahi affordable rental housing project and the 40-lot Ouli Mutual Self Help Housing subdivision are located to the west of Anekona Estates Subdivision. ~fhe I late Wailani Subdivision, located west ofAnekona Estates and adjacent to the housing projects is currently zoned A-la and the developer proposes a -}9-lot subdivision consisting of lots with a minimum size of two acres. The property is located within Zone X_ an area determined to be outside the 500-year flood plain. Access to the subject property will be from the Kawaihae Road via Anekona Street and Kanehoa Street. Kanehoa Street is a connector road wfiich leads into Anekona I~states Subdivision and runs parallel to Kawaihae Road. Both streets have rights-of-way width of Sp feet with a 20-foot wide agricultural standard asphalt pavement with grass/gravel shoulders. Direct access to the property is from Kanehoa Street. Your Committee did not entertain further discussion on this measure. Your Committee concurs ~~ith the Planning Commission and the Planning Director Ibr recommending a favorable consideration for the State [.and Use Boundary Amendment request. which will result in an appropriate land use pattern that will further benefit the public.
