I Iawaii 7 MK: 8-I-7: 10, reports as follows: Bill No. 9d amends Section 25-8-4 (South Kona District Zone Map)_ Arlidc 8, Chapter 25 (Coning Code) of the 1{awaii Counh~ Code, by changing the district classiticatiun for approximateh 6.910 acres of land ti-om an agricultural (A-Sa) to a Family Agricultural (FA-3a1 zoned district. The ilag-shaped subject property. owned in fee by the applicants_ is located in the Kona Kali Farms Subdivision approximately 676 feet west ofMamalahoa flighway.:~ 25-tix~l wide driveway leads to the highway. A 4-bedroom single-family dwelling is located on the mauka portion of the project site. The remainder of the parcel includes 2>0 mature macadamia nut trees and about 900 coffee trees. On November 27. 1985. Final Subdivision Approval for the Kona Kali Farms Subdivision was granted. On February 1, 1996. the planning Commission approved Special Permit No. 9?d to allow the establishment of a 2-unit bed and breakfast establishment within his 4-bedroom single family dwelling. The applicant proposes to subdivide the property into two lots, each consisting of approximately 3 acres. and sell the upper portion of the property which includes the Bed and Breaklast and approximately 120 macadamia nut trees and 820 coflee trees. 'hhey will retain about 3.3 acres and plan to plant another 2,000 votive trees and some other fniit trees. The State Land Use designation is Agricultural. l~he Ll1PAG map designation is Orchards, which includes rocky agricultural lands used for macadamia nuts, papaya, citrus and other similar agricultural products. fhe Kona Regional Plan, adopted by the Planning Commission in April 1984. recommends that the project site remain in A-Sa. The property is not located within the Special Management Area. Communication 21 I L3ill 94 Page 2 The three surrounding parcels to the northeast arc designated Urban b~ the State and Single family Residential (RS-10) by the County. To the north are RS-10 designated lands. and further north are CV-10 designated lands. "I~he subject property has not been classifcd as prime or unique agricultural lands b} the ALISH system. Soils within the property are classified as "E" or "Vei}~ Poor" for agricultural productivity. fhe US Soil Survey classifies the soils as Honuaulu Series. which are comprised of extremely stony, silty clay loam, with rapid permeability. slow runoff and slight erosion harard_ ~~hich arc used for pasture and coffee. The property is located within Zone X. an area determined to he outside the 500-year flood plain. There are no known or recorded rare or endangered animal or plant lile_ nor arc there am archaeological sites in the area. In their January 27. 2003 letter, the Department of Water Supply stated the} could not support this proposed application at that time because "extensive improvements and additions. which include. but arc not limited to, source. storage. transmission, and distribution facilities must be constructed. Currently. sufficient finding is not available and no time schedule is set.' Then on February 2~, ?003, the Department of Water Supply amended their previous comment to state: "Inasmuch as our prevailing water availability guidelines, which is subject to change. allows frn~ ^n additional farm dwelling for the pared, we do not have any objection to the application and resulting 2-lot subdivision. I Iowever. this is with the understanding that should the subdivision be processed, we will not support any application for an additional farm dwelling on either parcel.° "fhe dwelling on the subject parcel is connected to an existing cesspool. additional dwellings will be serviced with s~~stems meeting the requirements of the State Department of I Iealth. all other utilities and services are or will he available to the subject property. Committee Member Curtis I~ylcr was concerned that this subdivision mac hinder the neighbor's access to his property. but was assured by the applicant that this project will not block his access. Committee Member &>h Jacobson stated that this project will increase the density in the urea. I Ie also noted that some of the macadamia nut trees were diseased, so some of them had to be eliminated. Your Committee did not entertain further discussion on this measure. Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the change of zone request. 'l~he change of zone request will result in an appropriate land use pattern that will further benefit the public.
