Your Committee on Finance, to which was referred Resolution No. ~48-03, reports us fiillows:
Resolution No. 48-03, transmitted by Council Member E3obby Jean Lcithead-Todd, via
Communication No. 159, dated February 2R. 2003, relates to acouncil-initiated improvement
district to facilitate construction ofatwenty-trot roadway and drainage improvements or a
roadway and drainage improvements built to current standards for Chong Street in South I lilo.
County of Hawaii, by the County Ucpartmenl of Public Works.
The purpose of this measure is to direct the Director of Public Works prepare a report to the
Council for constructing Chong Street to a 20-toot roadway with drainage improvements and for
constructing Chong Street with drainage improvements to current standards. 1'he report is to
contain the following:
(1) Preliminary data concerning the roadway and improvements
proposed to be constructed;
(2) the general character and extent of any improvement to be
proposed:
(3) fhe proposed assessment unit and method of assessment.
(4) Whether any new land will be necessary to be acquired, and the
estimated cost thereof, and the portion of the cost which should by
borne by the County:
(5) The materials recommended to meet conditions of improvement:
(6) The boundaries of the proposed improverent district and any
suhdistricts and zones therein as to which different portions ofthc
costs of improvements should he charged:
(7) The estimated cost of the improvement, the portions of the cost to
be borne h~ the Count, and the portions of the costs to be against
the assessment units lands specially benefited with the maximum
unit of assessment to he made against each assessment unit to be
assessed.
(R) All necessary plans and other data, details, and specifications for
the improvements and other matter or details intended to appl}
thereto.
On September 1 L 2001, a community meeting was held at Kaumana School with Council
Member Bobby Jean Leithead-Todd and then Director of Public Works Dennis I,ee where the
residents and owners of properties nn and abutting Chong Street expressed their concerns over
the intense flooding along portions of Chong Street due to heavy rains.
On November 25, ?002, Council Member Leithead-lbdd and then Director o1 Public Works Lce
met with some concerned landowners in order to resolve some of these issues and it was
determined that the initiation of an improvement district was desirable. An improvemem district
would benefit approximately forty-nine lot owners.
Pursuant to Chapter 12 of the I lawai'i County Code, the Council may initiate an improvement
district to improve roadwa} and drainage conditions.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 48-03
and recommends its adoption.
