Your Committee on Finance, to which was referred Resolution No. 5~ _p3. reports as follows:
Resolution No. 51-03, transmitted by Director of Finance William "fakaba, via Communication
No. 163, dated March 4, 2003, creates a Deputy Corporation Counsel position ftn' the Office of
the Corporation Counsel.
The Office of the Corporation Counsel wishes to create a Deputy Corporation Counsel position
to keep up with the increasing legal demands of the County, to develop expertise in specific
areas of the law, and to maintain a more "pro-active" legal presence in the Counh~. "This includes
the development and maintenance of a risk management program. the County-wide training of
employees, and the standardization of all County contracts and documents. This position would
service the Department of Water Supply and County water related matters.
the Department ol~ Water Supply believes it is fair and in the collective best interest of the
County that is provides funding tiTr this attorney position since, as asemi-autonomous
department, it does not contribute to general fund revenues, but will be receiving die benefits of
Icgal representation by the Oflicc of the Corporation Counsel.
Pursuant to Article V, Section 5-1.3(c)_ I lawai'i County Charter, the Mayor bas the power to
"create positions... for which appropriations have been made by the council...."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 51-03
and recommends its adoption.
