Your Committee on Finance, to which was referred Resolution No. 52-03, reports as follows:
Resolution No. 52-03, transmitted jointly with Bill No. 68 by Director ofF'inance William l~akaba. via
Communication No. 164, dated March 5, 2003, authorizes the Office of the Mayor to enter into an agreement with
the Unites States of America tiu a COPS in Schools grant.
The United States of America, through the U.S. Department of Justice, Office of Conununity Oriented Policing
Services (COPS) has authorized a $750,0011 grant to the Police Department for the COPS in Schools. The funds
are to be used strictly for the entq level salaries and fringe benefits for six new police officers for three years and
nut to exceed $125,000 per officer. These new positions are part of die School Resource Officer Program which
places law enforcement officers in designated schools within the County of Hawaii who will he trained to
perform three roles in the schools: law enforcement, law-related counseling, and law-related educational
presentation.
Pursuant to Section 46-7, Hawaii Revised Statutes, county deparunents must obtain die consent of die council to
enter into agreements with the lederal or state governments respecting action to be taken pursuant to any of the
powers granted b~ law to Cornish, expend and receive any funds or other assistance in connection w ith projects
heing or to he undertaken pursuant to those powers.
Some Members of Your Committee tell that placing police officers in schools may cause a shortage ohpolice
officers patrolling the streets and public safety would he compromised.
Sergeant James Sanborn advised Your Committee that seasoned officers would be placed in the School Resource
Officer Program; however, some l'ommittec Members felt that it would he better if seasoned officers were kept in
the field and new recruits be used for the program.
Some Members of Your Committee expressed concerns over the fact that the Mayor signed the agreement before
ohtaining the council's consent as stated in Hawaii Revised Statutes, Section 46-7.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 52-0 i and recommends its
adoption.
