Re: Comm. No. 174/Bill No. 79
Your Committee on Finance, to which was referred Bill No. 79. reports as follows:
Bill No. 79, transmitted by Director of Finance William Takaba. via Communication No. 174.
dated March 7. 2003, amends Ordinance No. 02-77, as amended, the Capital Budget, ending
June 30. 2003, by adding the following project:
PUBLIC WORKS:
Hardening of essential Facilities 110-119-5199.08 $8fi9,43d
Elementary School
Funds for these projects shall be provided from:
Federal Grants Receivable $652,076
General Obligation Bonds. Capital Projects Fund - $217.358
Fund Balance and/or Sources
The Federal Emergency Management Agency (F'EMA) has approved the Hazard Mitigation
Grant Program (FEMA-1348DR-H[), concerning hardening County of Hawaii essential
facilities. The County intends to retrofit the Kaumana. Waiakea, and Kailua-Kona fire Stations
and the Central Fire Station warehouse as these essential buildings are required to be in operation
during and after a natural disaster such as an earthquake or hurricane. "I~his is a Hazard
Mitigation Grant Program project, which would signiticantly improve our capabilities to
minimize property losses and enhance public safety during future disasters.
For intbrmational purposes. Mr. l~yler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 79 and
recommends it pass tirst reading.
