Your Committee on Finance. to which was referred Bill No. 82. reports as follows:
Bill No. R2, h~ansmitted by Direckx of Finance William l~akaba, via Communication No. I86, dated
March 20.2003, amends Ordinance No. (12-77, as amended, the Capital Budget, ending .lone 30, 2003, by
adding the following prgjecl:

Funds for these prgjccts shall he provided from State Rcvoly ing Pund (SRP).
Funds will be used to repaidrehahilitale approximately one mile of interceptor sewer that has experienced
significant deterioration. The Wastewater Division recently performed a video inspection ofthc
Kalaniana'ole Avenue interceptor sewer to determine the condition of the existing sewer system. "the
evaluation revealed significant concrete deterioration of the interceptor sewer with exposure of steel
reinforcement. A review by independent experts concluded that the sewer line could be in danger of
imminent collapse.
Peter Boucher. Wastewater Division Chief, advised Your Committee that the Wastewater Division, in
trying to determine the odor problem at the Puhi Bay Pump Station. did a study. ~Fhe study found that the
odor was caused by hydrogen-sulfide gas that weakened the concrete pipe to the point where it could
collapse, spilling raw sewage. blocking traffic Uv and t?om the harbor, and possihly crushing high-
pressure gas lines. Fhe area involved is the main sewer line Ural carries all the sewage from I lilo to the
treatment plant. It is the largest gravity sewer line the County has in its system and is about the oldest.
Some members asked if there was an ongoing preventative maintenance/inspection program fin' all xwer
lines to reduce the chances of emergency situations. Mr. Boucher replied there i, not, and w ith the
current slatting it would not he possihle.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 82 and recommends it
pass first reading.
