This measure seeks to more accurately reflect the costs incurred by the Solid Waste Division in providing necessary services to lawfully dispose of refuse. 'l~he Integrated Solid Waste Management Plan complies with state mandates of waste reduction. Implementation of the plan will require capital improvements, new equipment. and maintenance of existing equipment. fhe present subsidy from the General Fund is substantial and this measure will help reduce Solid Waste dependence on the General Eund by increasing the present tipping fee rate of $35 a ton by $10 each }car. for f ive years. Bill No. 36, Dratt 2. transmitted by Director of F,nvironmental Managemuv Barbara BeII. via Communication No. 75.1, dated January 13.2003, amended this bill with the proper ramseyer fi~rmat. Bill No. 36. Draft 3 was transmitted by Director of Department of Environmental Management Barbara Bell, dated January 27, 2003, which amended Section 5 to change the effective date to ,luly I. ?003. KR Furthermore, Bill No. 36, Draft 4 was submitted by Barbara Bell, Director of Department of Environmental Management, dated March 17. 2003. which increased the residential single family household credit in direct proportion to the landfill tipping fees, based on one ton of rubbish per year for an average household (about two bags of trash a week) and added a new requirement for an analysis of solid waste division expenses after three years. Along with Bill No. 36. Draft d. a spreadsheet was attached showing projected revenue and expense through Fiscal Year 2007-08. which showed the hauler's credits as well as debt service on possible CIP projects. Estimates of the cost of landfill operations as compared to transfer stations were also given. Originally heard on February 4. 2003, this measure was deferred to give: the Department Of Environmental Management time talk to the haulers to review and amend this measure. During its discussion of the measure, Your Cununittee felt that an analysis of solid waste division expenses should be reviewed in one year instead of waiting for of three years.
