Bill No. 106, transmitted by Director of Finance William "l~akaba, cia Communication No.'_29,
dated April 21, 2003, amends Chapter 2 of the Hawaii County Codc 1983 (1995 Edition).
relating to administration.
Bill No. 106 proposes to add a new item to Chapter?, Article d, Section 3-I 1 of the Hawaii
County Code which relates to the issuance of warrants that will allow the County of I lawai'i to
issue checks, or use other means to pay ow' creditors and employees. rather than issuing
warrants.
Currently, the County issues warrants, which are presented to the bank I~>r redemption. The fee
for this service will be increasing significantly un July 1. 2003. It has been determined that the
County could obtain more favorable lees by issuing checks instead ol~warrants.
Your Committee on Finance is in accord N ith the purpose and intent of Bill No. 106 and
recommends it pass first reading.
