Your Committee on Planning, to which was referred Bill No. 89. transmitted by Mayor I IarryKim
per Communication No. 195, dated March 21, 2003, regarding the change of zone request bySAF,
Ltd. at Waiakea, South Hilo, Hawai'L'fMK: 2-2-35:46, reports as t~illows:
Bill No. 89 amends Section 25-8-33 (City of Hilo Zone Map), Article K. (`hapter 25 (Z.oning
Code), E lawai'i County Code, by changing the district classification tier approximately
21,050 square feet of land from a Single Family Residential (RS-101 to an Industrial-Commercial
Mixed (MCX-20) zoned district.

is located in Waiakea House Lots 1'' Series, on the west side of Kanoelehua Avenue.
approximately 200 feet north of its intersection with Hualani Street.
Fhc applicant is seeking to develop an office building for eiU~er rental or personal use. I f the
rezoning is approved, the existing vacant residential structure would be demolished and asingle-
story building consisting of approximately 2,000 square feet would be constructed. A minimum of
ten parking stalls, including one handicapped stall would he provided.
The State land Use District designation is Urban. l~he LUPAG Map designates the area for
Industrial uses. The area west of the subject property along Kalanikoa Street was previously
Industrial. and redesignated as Love Density Urban in 1992.
Che MCX designation was created as a new district in 1996 with the amendment of the Toning
Code. "hhis designation allows a mix of industrial and commercial uses. 'I~he intent is to provide
for areas of diversified businesses and employment opportunities by permitting a broad range of
uses, without exposing non-industrial uses to unsafe and unhealthy cm~ironments.
"The Hilo Community Development Plan. adopted in 1975, designates the subject property as
Single Family Residential (RS-10).
The ALISH designation is for Urban development.
The subject property is located in Zonc "X°. an area determined to be outside the 500-year flood
plain.
Fhe adjacent property to the north is zoned RS-10. "fo the west and to the rear are residential lots
zoned KS-10. 'fo the south is a property which was rezoned to ML-20 in 1997. On the corner of

Kanoelehua Avenue/Hualani Street is the Delux Paint Store. Across the street along Kanoelehua
Avenue are lands zoned MG-la. The area is shifting from a residential to a commercial/light
industrial area.
Because the subject property was developed for residential purposes, there are no known rare ar
endangered plants or animals, nor arc there any historical, cultural or archaeological features on
the site.
Access to the subject property will be from Kanoelehua Avenue.
Water is available to the property through an existing 5/8-inch meter.
Connection to the existing public sewer system will be required fbr the subject parcel. All other
utilities and services arc available to the site.
Committee Member Curtis Tyler questioned the UJPA(i map designation for the suhjcct parcel,
and was told by Sidney Duke, representative for the applicant, that it is Industrial. l~hc area west of
the subject property along kalanikoa was previously Industrial. and redesignated to Low Density
Urban in 1992.
Your Committee did not entertain further discussion on this measure.
Your Committee concurs ~ ith the Planning Commission and the Planning Director Ibr
recommending a favorable consideration for the change of~zone request, which would result in an
appropriate land use pattern that will further benefit the public.
Your Committee nn Planning is in accord with the intent and purpose of Bill No. 89, and
recommends it pass first reading.
