Your Committee on Public Works and Intergovernmental Relations, to which was relerred Communication No. 179
and attached Resolution No. 56-113, reports as follows:
Crnmnunication No. 179 dated ~1arch 10, _'003. is Irum Councilmember Bob.lacobson, transmitting the above
resolution for Council consideration.
The purpose of Resolution No. 56-0_i is to express Council opposition to preemptive mili[arr action b) the United
States against Iraq. According to Resolution No. 56-03, a war in Iraq will cause: I) loss of individual income lases
and transient accommodation taxes for Hawaii via lost tourism revenue; 2) military casualties from the United States
and Hawaii County; and 31 widespread environmental destruction. This being the case, the resolution offers supports
for U.S. House Concurrent Resolution d73, which calls for the United States to work through the United Nations to
renew anus inspections, assure Iraqi compliance with United Nation resolutions, and opposes unprovoked unilateral
first strike military action.
During discussion, several Councilmembers expressed concern that voting in favor of Resolution 56-03 wuld be
interpreted as non-support of 11.5. military troops currently engaged in Operation Iraqi Freedom. A second draft to
amend Resolution No. 56-03 in support of the administration and our troops in Iray was circulated, and then
withdrawn from consideration. A motion to approve Resolution No. 56-03, as reflected in the votes below. failed.
Your Committee on Public Works and httergovernmenlal Relations forwards Resolution No. 56-03 to the Council
with a negative recommendation
