No. 6K-03 <br />Council Chair and Members <br />f lawai'i County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to vrhich was referred Resolution No. 68-03, reports ~, follows: <br />Resolution No. 6R-03, transmitted by Director of Finance William Takaha, r is Communication No. 2 30. dated <br />April 23, 2003, creates a Motor Vehicle Registration Clerk I position, an Account Clerk position, and a Clerk 111 <br />position for the Department of Finance. hreasun Division. <br />1-hose posiliuns arc necessary to bring Ihe'I'reasury staffing to an adequate Ievd which will allow the Division to <br />meet the ever increasing demands of the public as well as continuing to service the (fiscal needs of the Cuunh. <br />During the past few years, there has been an increase in the workload for the 7 reasur~ Division due to the <br />growing rate of registered vehicles, oCbicycle and dog licenses, and of cash receipts and c~pcnditures <br />transactions_ and due to the amount of time needed for arbitrage issues and bond ;ales. Presenih the Senior <br />C'onununity Services l>mployment Program is providing 32 hours per week of labor through hvo part-time <br />workers to help lessen the large staff workload, and there has been a significant rise in oveilime boon in recent <br />rears. B~ creating these position, it will improve services to the public by reducing the wait time in line. h} <br />improving the response time for telephone and mail-in requests. and will imprrnc office productiv ih. <br />Funds will be made available in the Department of finance.
