Your Committee on Finance, to vrhich was referred Resolution No. 68-03, reports ~, follows:
Resolution No. 6R-03, transmitted by Director of Finance William Takaha, r is Communication No. 2 30. dated
April 23, 2003, creates a Motor Vehicle Registration Clerk I position, an Account Clerk position, and a Clerk 111
position for the Department of Finance. hreasun Division.
1-hose posiliuns arc necessary to bring Ihe'I'reasury staffing to an adequate Ievd which will allow the Division to
meet the ever increasing demands of the public as well as continuing to service the (fiscal needs of the Cuunh.
During the past few years, there has been an increase in the workload for the 7 reasur~ Division due to the
growing rate of registered vehicles, oCbicycle and dog licenses, and of cash receipts and c~pcnditures
transactions_ and due to the amount of time needed for arbitrage issues and bond ;ales. Presenih the Senior
C'onununity Services l>mployment Program is providing 32 hours per week of labor through hvo part-time
workers to help lessen the large staff workload, and there has been a significant rise in oveilime boon in recent
rears. B~ creating these position, it will improve services to the public by reducing the wait time in line. h}
improving the response time for telephone and mail-in requests. and will imprrnc office productiv ih.
Funds will be made available in the Department of finance. I rcawry Division regular salaries and wages

Originally heard on May 6, 2003. this meawre was deferred due to the lateness of its meeting.
Some members of Your Committee were concerned that these posiliuns are all in Hilo and felt that the West
Hawaii Ol~ce also needed more clerical help.
Your Committee on Finance is in accord w ith the purpose and intent of Resolution No. 68-03 and recommends its
adoption.
