Your Committee on Finance, to which was relerred Rill No. 1 U7, reports as lollows:
Bill No. 107. transmitted b~ Director of Finance William 'hakaba, via Communication No. 24d.
dated May 5.2003, amends Chapter ?_ Article 24 of the Hawaii County Code 1983 (1995
I?dition), relating to the sere ice charge assessed for payment to the County Ural is subscquentl}
dishonored.
Bill No. 107 proposes to remove all references of checks and negotiable instruments fi'om the
Article 24 titled and within Section ?-134 so that all dishonored payments (including credit
cards) will be assessed a service charge. This proposal also increases the service charge assessed
from $7.50 to $20.00 for each check or other negotiable instrument returned by the bank liar
insufticient funds. This higher fcc was suggested by the Cost of(iovernmcnt Commission. ~~ith
which we concur.
A motion was made and seconded to amend this measure to increase the service chargr to
$25.00: however. due to lack of support, this motion failed.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 1 U7 and
recommends it pass first reading.
