Bill No. 108. transmitted b~ Director of Finance William Takaba, via Communication No. 245.
dated May 7.2003, amends Chapter 2. Article 18 of the E Iawai'i County ('ode 198 i (1995
Edition), relating to uncollectible accounts.
Bill No. I OR proposes to remo~r the sentence from section 2-109, which states "No account shall
be so deleted until it shall have been delinquent for al least two consecutive years."
Currentl~~ the County of Hawaii is required to keep all accounts recci~ahle on the C'ounty's
books for a minimum of two years, how-ever. many of its accounts receivables arc known to be
uncollectible much Sooner than two years. "I~he criteria in section ?-108 of the I fawai'i County
Code are very specific and this sentence is not needed. Remming the time frame will allow- the
County to better reflect the true accounts receivable balances. Collection eflbrts will continue
and will not be hampered be the removal of this sentence.
Some members of Your Committee expressed concerns Deer the removal of the mininnun of hvo
years, as the} felt it should be kept on.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 1 fl8 and
recommends it pass first reading.
