Your Committee on Public Works and Intergovernmental Relations. to which was referred
Communication No. 254 and attached Resolution No.78-03. reports as follows:
Communication No. 254 dated Mai 16, 2003 is from William Takaha. Director ofthc Department
of Finance, transmitting Resolution Nu. 78-03 for Council consideration.
The purpose of Resolution No. 78-03 is to authorize the transfer of a portion of the Itiula'imano
Homestead Road to the State of Hawaii for a Highway Project. The properties to he transferred
are specitically identified as Tax Map Key plats (3) 2-8-016 and 2-8-020 (1.600 square feet): and
plats (3) 2-8-016 and
'<-K-019 11200 square feel). Parcels 1 and 4, Kevision I .
According to Resolution No. 7&03. the State of Hawaii. Department of Transportation. requires a
portion of the above homestead road as a part of Highway Project No. H WY-U7-00. The proposed
highway project consists of the addition of a turn lane and street light at the Hawai"i Belt Road
and Kula'imano Homestead Road intersection. Exhibit A. a Quitclaim Deed_ Right-of Entry
Grant and a map detailing the parcels arc also attached to Resolution No. 78-03.

commentary about the origins and purpose of Resolution No. 78-03. l"our committee requested
that Mr. Flamamoto clarity with the Orrice of Corporation Counsel whether transferring count}°
property ui the state for roadway projects will become normal practice. and if these actions arc
expected to be temporary or permanent transactions.
For informational purposes, Councilmember l~yler voted kanalua times two.
