Your Committee on Finance, to which was referred Rill No. 117, reports as follows:
Rill No. I I7, transmitted by Director of Finance William ~fakaba, via Communication No. 267,
dated .tune 12, 2003, amends Chapter 4. Section 4-32.1 of the Hawaii County Code 1983 (1995
Edition), relating to the training: appointment; powers of Humane Officer.
Rill No. 117 proposes to transicr the duties fbr training. appointment and the authorization of
poNrr ol'humanc officers liom the Finance Director to the Police Chief since the contract fbr the
animal control in Ilawai'i Count' is now being administered by the liaNai'i County Police
Department.
Rill No. 117. Draft 2, transmitted b~ Director of Finance William Takaba via Conununiculion
No. 267.1, dated .lure 26, 2001. amended this bill to include the last sentence within item (h1 of
this section b~~ replacing "finance director" with "police chief'. as it was an oversight.
Your Committee on I~inancc is in accord with the purpose and intent of Rill No. 1 17, as amended
to Draft ?, and recommends it pass Iirst reading.
