Your Committee on I~inancc. to which was referred Resolution No. K2-03. reports as follows:
Resolution No. KZ-03, transmitted jointly with Bill No. 120 by Director of Finance
William "l~akaba. via Comnumication No. 271, dated .Tune 17. 2003. authorizes the Otlice of the
Mayor to enter into an agreement w ith the State of Hawaii Department of Defense, State Civil
Defense. for the tiscal year 2003 State Homeland Security Grant Program.
l"hc State of I Iawai'i Department of Defense, State Civil Defense has authorized a $599,}00
grant to the Hawaii Counh Civil Defense Agency. fhe fiscal year 2003 Stale Homeland
Security Grant Program monies, derived from a federal grant from the Department of I lomcland
Security. through the Ofticc for Domestic Preparedness. arc to be used for the purchase of
specialized equipment to enhance the capability of state and county agencies to prevent and
respond to incidents of terrorism im oh~ing the use of chemical. biological, radiological. nuclear
ur explosive (CBRNI?) weapons. 11 also provides Tor the protection of critical infrastructure and
prevention of terrorist incidents: (or costs related to design, dc~rlopmcnt. conduct and evaluation
of CBRNI? l"raining Progrun_ and for costs associated with implementing each states I lomcland
Securih Strategy.
Some members of Your Committee expressed concerns over the amount that is earmarked to pay
the salary of a grant manager. However, during discussion it was pointed out that the grant
manager position would manage the grant as well as assist with the collection of the needs
assessment data and updating of the state and count} strategic homeland security planning.
Per informational purposes, Mr. Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. K2-03
and recommends its adoption.
