Your Committee on Finance, to which was referred Resolution No. K;-03, reports as lollows:
Resolution No. K3-03, transmitted h~ Director of Finance William'[akaba. cia Communication
No. 272. dated June 1 7?0113, authorizes the Office of the Mayor to enter into an agreement with
I~he Research Corporation of the University of Hawaii (KCUH) f~vr a I~itlc V .luvenile
Delinquency Prevention Program to be implemented al the Lanakila Learning Center.
[n January 2003, the County Council passed Resolution No. I5-03 and Ordinance 03-13
accepting and appropriating these grant funds to create or expand prevention program(s) that
address,juvenile delinqucnc}~ rill. factors identitied in the Hawaii County comprehaisive
strategic plan for juvenilejusticc. l he Office ofthe Prosecuting Attorney has solicited and bas
received proposals from or~_anizations to assist in its Juvenile Delinquency Prevention Program.

Pursuant to Section 46-7, I lawai'i Revised Statutes. county departments must obtain the consent
of the council to enter inui agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant w thosr
po w c rs.
Your Committee on Finance is in accord with the pwposc and intent of Resolution No. 83-U3
and recommends its adoption.
