Dear Mr. Hayashida:
Subject: Haseko (Hawaii), Inc. - Proposed Amendments
To Ordinance No. 91-22, TMK: 7-3-10: 27
This is in response to your Apra 6 memo to the Planning Department regarding the
subject matter.
In conjunction with an application for a State Land Use Urban boundary amendment
for the subject property, a TL4R was prepared by M&E Pacific, Inc. Based on this report
and inputs from agencies like your department, the State Land Use Commission approved the
request subject to certain conditions on February 6, 1990.
This TIAR and comments from agencies like yours were also used to justify the
rezoning of the subject property by the Hawaii County Council on March 15, 1991.
The applicant is requesting a time extension of the rezoning ordinance and is not
proposing any new revisions to the original development plan. The traffic impacts for this
plan were previously considered by your office. As a matter of fact, the applicant is, on its
own, proposing the elimination of any "ohana" units within the project area. This would thus
result in the reduction of potential density by 240+ units. As such, it is the applicant's belief
that no further TLAR should be required for the requested time extension request.
Finally, please note that all drainage system will be designed and implemented in a
manner meeting with the appropriate State aad County requirements. The system will be
such that no additional storm discharge should occur within the State's right-of-way.
