per Communication No. 257, dated May 19, 2003, regarding the change of zone request by

l~he vacant rectangular-shaped subject property, owned in fee by Howard ~h. andChrystal
Yamasaki, Nicolas K. Yamasaki and Kimberly M. Yamasaki is located on the east side of Kalawa
Street to the rear of McDonald~s Restaurant in Kailua-Kona, approximately 120 feel south of the
Kalawa Street/Kalani Street intersection. ~fhe co-owners have consented to the request.
I he applicant proposes to construct a htio-story oftce building on the subject properri~ to meet the
need tier additional office space in this area. "fhe structure will resemble the Wes "I~homas

uses.

runoff and slight erosion hazard.
Although nu botanical survey nor an archaeological survey has been prepared, because the
property was previously grubbed and graded as part of the Lono Kona Subdivision, there are no
known or recorded rare or endangered animal or plant life in the area.
Access to the subject property is from Kuakini Highway to Kalani Street, then south to Kalawa
Street, a County roadway with an approximate 20-foot wide pavement within a 40-foot wide right-
ol~-wav.
Water is available from the existing County line along Kalawa Street.
I~hc Ucparu»ent of Environmental ~1anagement Wastewater Division requires the extension of the
public sewer and connection of existing and/or proposed structures to the public sewer.
All other utilities and sen ices are or will be available to the subject property.
Originally agendized on June U. 2003, this measure was deferred until today because Gregg
Mooers, the representative for the applicant. was out of town.
Committee Member Curti. Tyler reiterated some ofbackground information. tic also stated that
he personally would look into whcihu~ the language for an annual progress report should be
included as a condition in all future zoning bills.

Your Committee concurs with the Planning Commission and the Planning Director Ior
recommending a favorable consideration for the change of zone request. The change of zone
request will result in an appropriate land use pattern that will further benefit the public.
Your Committee on Planning is in record with the intent and purpose ol~ Rill No. 115. and
recommends it pass first rrading.
