Hawaii TMK: 6-9-3:1 5 reports as Billows: Bill No. 121 amends Section 2~-K-12 (Kawaihae-Puako %one Map), Article 8, Chapter 3$ (Zoning Code) of the Hawaii County Code. by changing the district classification for approximately 20.660 square feet of land tiom a Resort (V-1.25) to a Single Family Residential (RS-IU) coned district. The somewhat rectangular-shaped subject property, owned in tee by OneKea I Iui, LLC. is located on the makai side of Puako Beach Drive in Puako Beach Lots. 'I~he managing members, Mc and Donna Blasdell arc in agreement with the request. The site is vacant and was previoush grubbed and graded as part of the deg clopment nl the area and to accommodate a dwelling prcvioush located on the site. l he applicant is seeking to subdivide the propu~ry into two lots to construct two single-fumil}~ dwellings. Because the minimum building site average width in the RS-1 U zoned district is 70 IeeL and the subject propcrt} dimensions are 105 Feet wide at the mauka boundary and 133 feet ~~ ide at the makai boundary. if the pruperq were subdivided into two parcels, the average building width would he approximately 60 legit. phis being so, the applicant would be required to apph~ fbr a variance fair the minimum building site average width. ~fhe subject properh is located in the Special Management Area. The State Land Use designation is Urban. ~fhe current LUPAG Map designation is Resort, however_ the pending (iencral Plan amendment proposes to change the designation to Low Density l -roan. ~I he Land Study Bureau productivity rating is Urban. The USDA soil classification isKanuikoa. a cry sand} loam, with rapid permeahilitc_ slow runoff and slight erosion hazard. The subject property is located in Lonc"AI~~~. a special (loud hazard area inundated h}~ a 100-year flood with base hood elevations determined. On March 12. 3003. Phillip Conley conducted a botanical survey on the subject properh and did Communication 277 Hill 121 Page not identil} any endangered plant or animal species. Because the property was previoush grubbed and graded, no known rare, threatened or endangered species have been known to inhabit the site. No archaeological survey was prepared, lur the property was prey iously grubbed and graded as part of the development of the Puako Beach Subdivision. Surrounding properties include single-family, multiple family and commercial uses. 'fo the west. along Puako Heach Drive arc KS-10 coned lands. To the immediate west is a property zoned V-1?S and improved with single-family uses. ~fo the cast arc V-1.2S coned properties with single famih dwellings and storage facilities. l o the south/southeast of the subject property arc the Puako Heach :~parUnents on lands zoned V-1?5. ~fo the southwest is the Puako Store on land zoned CV-I5. ~yccess to the property is from Puako Heach Drive, a County-owned and maintained roadway with s 20-Ibot wide pavement within a 40-fool right-of-way. Water is available to the suhject property from the existing Department of Water Supply system on Puako Beach Road. Sewage will he disposed of in individual wastewater treatment systems approved by the Dcparunenl of Health. ,111 other utilities and services arc mailable to the site. Your Chair submitted a proposal to amend Condition 11 to include the fair share contributions. however discussion ensued hccause the change of zone request from Resort to Residential already reduces the density. Committee Member Curtis l~ylcr recommended that Your Committee discuss this matter with the Planning Department prior to the upcoming Council meeting to resolve the mutter. Your Chair also mentioned that we need to determine what conditions were included in the previous zoning before it was coned Resort. Committee Member Hob Jacobson~s proposal to include language to prevent the construction of a sea wall was defeated by Your Committee. Your Committee did not entertain further discussion on this measure, Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration Ibr the change of~zone request, which would result in an appropriate land use pattern thm will further benefit the public. Your Committee on Planning is in accord with the intent and purpose of Bill No. 131, and recommends it pass first reading.
