Your Committee on Planning, to which was relcrred Bill No. 124 transmitted jointly with
Bill No. 125 by Mayor Larry Kim, per Communication No. 280. dated .lure 23. 2003, regarding
the State band lJsc Boundary amendment request by Howard Rodgers, at (halt. South Kohala.

Bil I No. 124 amends the State Land l Ise Boundaries Map. f I-25 fi>r the County of Hawaii. by
changing the district clussilication lur approximately 6.366 acres of land from an Agricuhural to a
Rural zoned district.
I~he rectangular-shaped subject property, owned in fee by Glenn and Cynthia Lindsey, is located in
the Anekona Estates Subdivision on the north side of Kanehoa Street and south side of Kawaihae
Road. ~'hc owners have consented to the request to subdivide the property into two lots
approximately two acres in size. 'Fhe applicant intends to construct dwellings on the proposed
lots. The properh~ has heen graded for use as pasture land.
I~he properh~ is not situated within the Special Management Area as it lies six miles fi~om the
nearest coastline.
l~he subject property is located in Zone "X", an area determined to he outside the 500-~rar Mood
plain.
Access to the subject site is tcom Kanehoa Street cia Kawaihae Road.
Surrounding lands arc in the State's Agricultural and Rural Districts and the County's Agricultural
fA-Sa) and Residential and Agricultural (RA-2a) zoned districts. "I~heKanehoa Subdivision is
located to the east ofAnckona Estates Subdivision, the 10-lot Kamuela Plantations Subdivision is
located to the east and the 26-lot V~~aimca Landmark Estates Subdivision is located to the north
across the Kawaihae Road. l~he suhdivisions include vacant lands, mixed residential uses, and few
residentiaUugricultural uses.
Your Committee did not entertain any discussion on this measure.
Your Committee concurs e. ith the Planning Commission and the Planning Director for
recommending a favorable consideration for the State Land else Boundary Amendment request
which would result in an appropriate land use pattern that will further bcnelit the public.
